In a medium saute pan over medium heat, add your olive oil, red pepper and garlic and saute until they begin to soften about 5 minutes.
Now add your canned black beans, water, fresh cilantro, tomatoes and all of the spices and mix well.
Turn your heat to medium low and cover to simmer for about 15 minutes until the tomatoes begin to soften and burst.
Now cover and cook another 10 minutes on low heat.
Remove from stove and taste for seasoning.
Add salt to taste.
Serve over rice or alongside meat and enjoy!
